A top Russian official recently revealed that two Ukrainian firms had been ordered to build a dirty bomb, which is now nearing its completion.
Chemical and Biological Protection Troops Lieutenant-General Igor Kirillov told reporters in a news briefing on October 24 that Russia’s Ministry of Defense has data on contacts of the Ukrainian presidential office in the U.K. on the issue of potentially obtaining these nuclear technologies. Ukrainian President Volodymyr Zelensky’s administration reportedly has sufficient research and production potential to make a dirty bomb, including three active nuclear power plants and large amounts of spent nuclear fuel.
“Thus, Ukraine has nuclear industry enterprises with stockpiles of radioactive substances that can be used to make a dirty bomb. They are three active nuclear power plants: Yuzhno-Ukrainskaya, Khmelnitskaya and Rovnenskaya, which have nine spent fuel pools that contain up to 1,500 tons of uranium oxide enriched to the level of 1.5 percent,” Kirillov said.
He added that there are 22,000 spent fuel assemblies containing uranium-238 at the decommissioned Chernobyl nuclear power plant, which also contains products related to operation: uranium-235 and plutonium-239, the main components of the nuclear charge.
Russian Defense Minister Sergey Shoigu already told his American, British, French and Turkish counterparts about Ukraine’s possible use of a dirty bomb.
The International Atomic Energy Agency (IAEA) Director General Rafael Grossi assured that inspectors would arrive and start working in a couple of days at two facilities in Ukraine that are allegedly diverting nuclear material to make a dirty bomb.
“I had a very comprehensive discussion with [Ukrainian] Foreign Minister [Dmytro] Kuleba about this,” Grossi told reporters at the United Nations headquarters in New York. “He came to the conclusion, and I agreed, that the best way to dispel any doubt is to allow the inspectors in.”

Meanwhile, President Joe Biden was asked on October 25 if Russia is preparing to deploy a tactical nuclear weapon after making claims that Ukraine will use a dirty bomb.
“I spent a lot of time today talking about that. Let me just say, Russia would be making an incredibly serious mistake if it were to use a tactical nuclear weapon. I am not guaranteeing you that it’s a false-flag operation yet, but it would be a serious, serious mistake,” Biden told reporters.
“If [Russian President Vladimir] Putin has no intention, why does he keep talking about it? Why is he talking about the ability to use a tactical nuclear weapon?”
In an interview, White House national security spokesperson John Kirby said it is indeed possible for Moscow to consider using the so-called dirty bomb to set up a pretext to blame Ukraine. But he said the U.S. still had not seen any signs that were necessarily the case.
“They often blame others for that which they are doing themselves or about to do. So that’s why we have to take that seriously,” Kirby said of Putin’s allegations. “I’ll also tell you that we’re not seeing any signs, even today, that the Russians are planning to use a dirty bomb or to even make preparations for that.”
Also, Kremlin insisted that its warning of a purported Ukrainian plan to use a dirty bomb should be taken seriously. The Russian administration also criticized Western nations for shrugging it off.
The dismissal of their warning is “unacceptable in view of the seriousness of the danger that we have talked about,” Kremlin spokesman Dmitry Peskov said. Speaking during a conference call with reporters, Peskov warned: “We again emphasize the grave danger posed by the plans hatched by the Ukrainians.”
